What will happen for Meter Strobing time if I forcing a curr

Using some instrument, I'm forcing the current with the value of 0 mA. Bug Tracking System After that I'm strobing the meter of another instrument. Is forcing the o valued current will take more time that of forcing with some current value?
I need a lot of detail about this problem to answer this correctly, but I can make some generalizations.
