Do terminated employee files need to be stored in a locked f

Do terminated employee files need to be locked drawers? I replaced an HR person who was not organized at maintaining files. I currently have active employee files locked, but question the guidelines referring to terminated employees. I would like to box up terminated files and keep in storage on-site
