Registering a used civic that i just bought and the previous

I'm about to buy a used honda civic from a private party and the car doesn't have any license plates. I guess the owner bought the car 6 or 7 months ago and couldn't afford to pay to register it so it is not currently registered with plates. he does have a clear title to transfer to me. will this be a problem for me when i go to register the car at the DMV? will i have to pay extra because it was not last/previously registered?
